Its to do with a phenomena known as 'junk trading'. This was initially used to beat the price restrictions, usually on items that were harder to get hold of. An example of this being how I bought my saradomin sword a while a go, no one sold on g/e as the price there seemed too low, so players bought in trade. For me, I paid 3m more than its market value and to compensate the difference, the seller offered 10k flax, a bunch of flowers and some feathers (these were the 'junk' items equating to 3m) on top of the sara sword, and I had to buy them (or he would sell to someone else who would take the junk).
The new purpose of junk trading is to quickly cover the cost of the rent, any item that is put on g/e at min price and doest sell within a week (or so) can probably be classed as junk. Imagine I want to rent my sword, I would ask the person to buy my junk to pay the rent, so I could offer 100k worth of junk that he buys and then I lend the weapon. He uses the sword and next time he does something similar and passes the junk on and on, eventually someone will drop/general store the junk, but by then new junk arrives on the market.

Weapons and armor can be very costly. Players can also bring a certain amount of runes or arrows so if they use the best kind, its a fair bit of money. I see no flaw in calebs logic.
