To be a Manager, you have to be one of the writers in that area. E.g. To be an Interactive Manager, you have to be either the Caption Contest Organizer or the Graphic Artist

You can apply for Music Industry Writer, and after that for Entertainment Manager, although LM chooses who is gonna be the Manager from all 4.

well i want to write about runescape, not the music industry.

James normally writes all about the Runescape updates. But... there might be another Runescape Writer job, I doubt it though.
But there are plenty of different things than Runescape, we need other writers.
