Ruby rings dont do very much at all until you enchant them. To make a ruby ring, you need 1 cut ruby 1 gold bar 1 ring mould and level 34 crafting. You then go to use them on a furnace to create the ruby ring. Their is no stat requirements needed to wear the ring. The ring's most common use is to be enchanted into a ring of forging by Level 3 Jewellery enchant.
If you have a lot of ruby rings, you can high alch them. The ruby ring high alchs for 1215, so including materials, and if you buy it at port sarim's jewellery store for 810, then you can break even high alching them.
